Maktoum bin Mohammed Chairs Dubai Judicial Council Meeting
His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Judicial Council of the Emirate of Dubai, presided over a council meeting held at His Highness's court on Wednesday. The meeting was part of His Highness's ongoing commitment to overseeing judicial affairs and the activities of the legal community in the emirate.
During the meeting, His Highness approved several decisions concerning the appointment and promotion of judges in Dubai's courts, prosecutors from the public prosecution, and judicial inspectors from the judicial inspection service. These measures aim to support the three legal entities known for their exceptional judicial capabilities in adapting to changes in the legal and judicial domains.
The gathering discussed the most significant developments in the judicial system, examining the latest developments in its work and strategic plans. It also reviewed the performance indicators and development plans related to the "Privatization of Implementation and Development" projects in Dubai's courts. These projects are essential in ensuring justice and the preservation of rights.
Council members expressed their deep gratitude and appreciation to His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, for His Highness's approval of the promotions of the judicial council members for the year 2024. These promotions reflect the wise leaders' considerable care for the judicial authority of the Emirate of Dubai.
His Excellency Counselor Issam Issa Al Humaidan, the Attorney General of the Emirate of Dubai, praised the wise leaders' support for the judicial system, stating, "This honor underscores the importance of the efforts put forth by judicial power members, including the prosecution's team, in serving the nation, preserving justice, and ensuring security and stability. It is also a strong incentive to continue working to strengthen the foundations of the judicial system, safeguard rights and freedoms, and provide the highest levels of justice to all individuals living in the United Arab Emirates, whether citizens, residents, or esteemed visitors."
His Excellency Tarish Eid Al Mansouri, the President of Dubai's courts, confirmed that the appointment of new judges to the Court of Cassation Commissioners' Council contributes to achieving the highest levels of justice in Dubai's courts. These judges were selected based on the highest standards, ensuring they bring their knowledge and experience to assist the court in preparing case files, conducting research, providing legal opinions, and contributing to the development and expedited litigation processes. All these actions maintain the principles of integrity, fairness, and justice.
The Council primarily reviews appeals in cassation and requests for reconsideration submitted to the Court of Cassation. It offers reconciliation proposals to parties involved in appeals and demonstrates the abandonment of disputes and other litigious factors that affect the pursuit of appeals or decision-making. Additionally, it provides legal opinions on requests sent by the court's president or the heads of its departments. All of the Council's activities are subject to a specific judicial control system to ensure the monitoring of its work and the achievement of desired goals.
His Excellency Judge Abdul Qadir Musa, the President of the Court of Cassation, emphasized that the Council of Commissioners' role extends beyond the development of litigation procedures in the emirate. It plays a part in qualifying judges to work at the Court of Cassation in the future, enlisting them in the organization operating under the auspices of the Court of Cassation, considered the highest judicial body in the emirate. This will equip them with the necessary judicial experience, and the Council's presence and optimal exercise of its role will provide additional assurances to litigants through the drafting of legal opinion reports on appeals pending before the Court of Cassation. This will enhance the accuracy of the legal review of the appeal and its grounds, facilitating the court's decision-making process.
During the meeting, His Excellency Judge Khaled Al Mansouri, the President of the Execution Court, announced the progress of the "Implementation Development" project in Dubai's courts. The total completion rate of the project reached 65%, and the completion rate for the "Privatization of Implementation" project reached 89%. This confirms that the projects are proceeding in line with the directives of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, in efforts to establish the rule of law as a fundamental guarantee for preserving human rights and society's capacities. This requires continued efforts to identify all the elements that will elevate Dubai's judicial system to the highest levels of efficiency and ensure the recognition of the rule of law. These efforts are governed by a mechanism aimed at improving operations optimally and encouraging Dubai's court staff to adopt a culture of continuous improvement, becoming an essential element of work plans to achieve excellence in results and products.
